In one case, a number that was announced as the winning lottery number on Oct. 14 mysteriously changed to a different number 10 minutes before the draw took place, a local citizen told RFA.
Canada has provincial and territorial lottery commissions that operate a number of nationwide games including Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life.
