In 1967, the Canadian federal Liberal government introduced an Omnibus Bill intended to bring up-to-date a number of obsolete laws. One of those was the law prohibiting buying a ticket on the Irish Sweepstakes. Montreal mayor Jean Drapeau responded by introducing a “voluntary tax.” For $2.00 a player would be eligible to participate in a drawing and could win either silver bars or a $100,000 prize.

Drapeau’s tax was legal under provincial law, but the Quebec Court of Appeal ruled it illegal in 1968. Nevertheless, the monthly draws continued to attract players from Canada, Europe, and the US.

Lao state officials are accused of rigging the national lottery in order to avoid large pay-outs. Drawings often display numbers that have already been sold or are deemed unlucky. For example, the winning number 509 on Oct. 14 this year appeared only as a five on purchased tickets throughout the day of the drawing, a source in Vientiane told RFA’s Lao Service. The same source said that business interests in the lottery are connected to members of the country’s ruling elite. He said the state should resume control of the lottery, because it is impossible to guarantee that the results of the drawings are fair.
