In Laos, the lottery is a major part of national life and is often seen as an opportunity to escape poverty through hard work. Lotteries are run by state-owned enterprises with a large number of employees. Private business interests also have a stake in the industry. A few of the companies responsible for running the national lottery have connections to the country’s ruling elite. These business interests pay the government for the right to operate the lottery. The government does not disclose how much money is paid annually for the privilege.
The national lottery draws three times each week. But drawing results sometimes raise suspicions about the honesty of the game. For example, in the last four months the number 67 has appeared in the winning numbers for three consecutive drawings. This number is associated with the cat, an animal considered unlucky in Lao culture. This has raised questions about whether the company is cheating to ensure that a lucky winner is found each week.
Despite this concern, the lottery is still very popular in Laos. People buy tickets at gas stations, grocery stores, and convenience stores. They usually pay cash for their tickets. The store owners have machines that they run the tickets through to check for winners. If they have a winning ticket, the store owner gives them a smaller ticket with their registered numbers on it.
A few people who have been interviewed say that they believe that the state lottery is rigged to avoid paying out large jackpots. This is not an unreasonable view to take given the circumstances. The company responsible for the lottery, Insee Trading Co., has a reputation for churning out the most memorable numbers and it is not clear how much the company pays the government to run the lottery.
