Lottery games are played for money, usually in the form of a prize drawn at random. The prizes may range from cash to goods and services. Most state governments regulate the games, and their revenues help fund education systems and other public works. Some private businesses also operate lottery games. While a number of games are available, most people play state-regulated lotteries. In the United States, state-regulated lotteries are operated by state gaming commissions or other independent regulatory bodies. Most states limit the maximum amount of money that can be won by a single ticket. Many also restrict the types of tickets that can be sold, and some even require that winning tickets be claimed within a certain time period.
The world’s largest lottery is the Spanish Christmas Lottery, which has a prize pool of around EUR2.4 billion. The company that runs the lottery is called Loterias y Apuestas del Estado. Lotteries are legal in Spain, but only if the company is licensed to do so by the government. In other countries, the laws are less strict, and private companies often run lotteries.
A growing number of poor Vietnamese citizens use selling lottery tickets as their main source of income. The country’s social security systems aren’t yet ready to cope with the number of needy citizens. As a result, many choose to sell tickets rather than resort to the socially detested act of begging. On good days, a lottery ticket seller like Huong can make up to 230 000 VN-Dong (about 10 US-Dollars) per day.
Nevertheless, the lottery is often rigged, according to some sources in Laos. Drawings often show numbers that vanish from purchased tickets, or that are deemed unlucky, they say. In a case reported to RFA on Oct. 14, the winning number 134 was announced in the morning, but it was later changed to 662.
The Lao state government responded to complaints about the lottery rigging by sending a directive on Aug. 17 asking the Ministry of Finance to work with other ministries to better manage the state lottery. The directive said the state lottery should be reduced from two to one drawing a week, and winnings handled in a more transparent manner. It also stipulated that informal football lotteries and lottery chances bought via short messaging service should be closed down. The directive was sent to the Ministry of Finance by the office of Prime Minister Thongloun Sisoulith. Its contents were not made public.
