The government of the communist country of Laos has ordered that a series of reforms be made to the legal state lottery. The ministry overseeing the lottery, which is run by private business interests with connections to ruling elites, must cut the number of drawing times from two to one a week and handle winnings more transparently, according to a directive sent on Aug. 17 from the office of Prime Minister Thongloun Sisoulith. The directive also orders that informal football lotteries and lottery chances purchased by short messaging service be closed down.
