Lottery is a popular way for Vietnamese citizens to enjoy their favorite pastime while simultaneously supporting their local communities. The country’s social security systems are not equipped to handle the large number of less fortunate people, so selling tickets is an attractive alternative to begging, which is considered a taboo. On good days, a lottery ticket seller can make up to 230,000 VND (10 USD), enough to afford basic necessities.

While the Vietnamese state has control over the national lottery, private entities can operate in special economic zones and other jurisdictions where gambling is legal. However, they must follow strict licensing requirements to prevent fraud and money laundering. Additionally, they must comply with all applicable laws to ensure the fairness of their games.
