Laotian state lottery officials are rigging the system, sabotaging the chances of winning big pay-outs, sources in the communist nation told RFA’s Lao Service. Drawings of the national lottery – held three times a week – often show numbers that do not appear on purchased tickets or are considered unlucky, the sources said. For example, the winning number of the Oct. 14 drawing was 509, which only appeared on a small number of the 200,000 tickets sold throughout the day, one source said.

The alleged rigged lottery has drawn the attention of the prime minister’s office, with a directive sent on Aug. 17 calling for the ministry overseeing the lottery to work with police and public security agencies to solve the problem, the sources said. In addition to reducing the number of state lottery drawings, the directive requires that winnings be paid out more transparently and that informal football lotteries and lottery chances sold via text messages be closed down.
