Laos has a legal state lottery that is overseen by the Ministry of Finance, but some have accused the government of lacking transparency in its operations. On less fortunate days, they can hardly break even. Despite the risk of being caught, they continue to choose this life because they do not want to give up their only source of income. They can also save for their children’s future, and provide for them better medical care.
