Laos is a communist country, and authorities there have been accused of rigging the national lottery. In addition to the usual drawings, officials have been alleged to manipulate winning numbers in order to avoid large pay-outs. In one instance, a radio station announced that the number 134 was the winner of a lottery drawing, but access to the number was blocked shortly afterward, a source told RFA’s Lao Service.
The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance to work with the Ministry of Public Security to address concerns about the lottery. The directive calls for reducing the number of state lottery drawings to one per week and ensuring that winners are handled in a transparent manner.
