Drawings often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen, sources in the country tell RFA’s Lao service. This has raised suspicions that the state is limiting payouts to avoid attracting attention from foreign investors. The company has denied any wrongdoing and said it will continue to abide by the law. However, this hasn’t stopped the controversy from spreading to the media.
