It also bars informal football lotteries and the sale of lottery chances through short messaging services. The directive is awaiting approval by the cabinet. The ministry, which administers the state lottery, declined to comment on the allegations. Its deputy finance minister and state lottery supervisor, Sila Viengkeo, said the directive would be enforced as soon as possible.
