In communist Laos, where gambling is illegal except in Special Economic Zones, lottery officials are rigging the system by manipulating winning numbers, sources say. In one case, a number that appeared on the winning ticket in a recent drawing—509—appeared as 5 on purchased tickets throughout the day but was suddenly changed to 9 an hour before the drawing.
