In an effort to improve transparency, the office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 requesting the Ministry of Finance to work with the police to manage the lottery better. The directive also said that informal football lotteries and lottery chances purchased by text message will be regulated.

In Liechtenstein, the International Lottery in Liechtenstein Foundation (ILLF) is an authorized lottery operator. It pioneered Internet gaming, launching the world’s first online lottery, PLUS Lotto, in 1995 and processing the first Internet lottery transaction. The ILLF has several websites, each offering different types of instant scratchcard games. The ILLF also supports charitable projects and organizations domestically and internationally. The ILLF is not taxed in Liechtenstein.
