Officials say they are concerned about the lack of transparency and control in the lottery. Currently, there are two lottery draws per week and the winnings are handled in secret. In an effort to improve transparency, the office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 requesting the Ministry of Finance to work with the police to manage the lottery better. The directive also said that informal football lotteries and lottery chances purchased by text message will be regulated.
