In September, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, to work with other agencies to reduce illegal state lotteries and handle winners in a more transparent manner. Officials there have not yet commented on whether the directive will take effect immediately.
