He said the government should resume control of the lottery and that it shouldn’t be left in the hands of private business interests.

For poor people in Vietnam, selling lottery tickets is their only means of bringing in income. On good days, a ticket seller can make up to 230 000 VN-Dong (about 10 US-Dollars). They start their day at 5 am with a breakfast of rice and vegetable soup, then strive around the streets of Saigon. During their 16-hour shift they only take breaks to eat or to pee.

In addition to the state-run National Lottery, there are privately run lotteries in Australia, France, Chile, Dominican Republic, and Peru. In the United States, there is the PLUS Lotto, which has a variety of instant scratch-off games, and the Health Lottery. The International Lottery Foundation, based in Liechtenstein, pioneered Internet gaming, having launched the world’s first online lottery, PLUS Lotto, in 1995 and processed the first Internet-based transaction. The foundation supports charitable projects and organizations domestically and internationally. It also runs the online lottery brands PLUS, eWin, and Health Lottery.
