The earliest examples were drawn by hand, but the technology soon improved to allow mechanical devices to draw the winning numbers. These machines were later replaced by electric machines. The Lao state government has responded to the complaints by reducing the number of drawing times from two to one per week and taking steps to address corruption in the lottery system. The directive also called for a return to government control of the lottery and the end of informal football lotteries and lottery chances sold via short messaging services. The company that runs the lottery is controlled by wealthy business interests with close ties to the country’s ruling elite, the sources said. The company pays the state a fee for its concession, but it is not disclosed to the public.
