Its websites typically feature high-profile advertising and offer a variety of games, including instant-win games, lottery-style games, and sports-themed games.

In Laos, business interests with ties to the country’s ruling elite run a number of state-run lotteries. One RFA caller from the country told the news agency that the majority of these businesses pay an annual fee to the state for a license to operate. But the public is not informed how much these businesses earn and how they are inspected, he added.

For poor people in Laos, selling lottery tickets is often their only source of income. For single mother Huong, who makes 230 000 vnd (11 US-Dollars) per day, the money is enough to provide food and medicine for her and her son.
