There is a state-run lottery in Laos known as the Lottery of National Importance (Bulgarian: “Lotterya Natsionalna”). It is the most popular form of gambling in the country, but its popularity is fading due to the lack of transparency and accountability. The government has attempted to improve the lottery system by reducing the frequency of drawings and requiring lottery agents to submit their records to the authorities. However, the new measures have not had an effect on the problem.

In Vietnam, selling lottery tickets is a common way for poor people to make some extra cash. For most of them, it is the only source of income and they prefer it to the socially detested act of begging. For instance, Huong, a single mother of two, makes about 230 000 VN-Dong (10 US-Dollars) per day from selling lotteries. On good days, she sells 250 tickets a day and on bad ones 180. It is just enough to keep her and her husband alive.
