Other concerns include whether the weight of lottery balls is being manipulated to influence the outcome of the drawing. “I believe that the heavier balls will fall into the hole faster and cause the winning numbers to be drawn earlier than the lighter ones,” said a Vientiane resident who follows the lottery. Vilasack Phommaluck, a Finance Ministry official who serves on the committee overseeing the lottery, dismissed this accusation and said that it is outside of the committee’s purview to investigate such claims.

Private business interests have long been in charge of the lottery in Laos and other communist countries, and some of the biggest names are family members of national leaders. But it’s time for the government to resume control of this important public service, one expert says.
