These organizations are governed by the Canadian federal government. The governing board of these provincial and territorial lotteries consists of representatives from each province or territory.

While gambling is illegal in Laos, the country has Special Economic Zones that have been leased to private businesses and allow casinos to operate. Laos also allows its citizens to play at numerous offshore online casinos that accept players from the country.

Lao officials say they are cracking down on lottery rigging and manipulating the results of the national drawing, which takes place three times a week. Sources tell RFA that the companies behind the lottery have strong ties to the ruling elite and that some of the companies’ directors are relatives of senior leaders. The prime minister’s office sent a directive on Aug. 17 asking the ministry overseeing the state lottery to reduce drawing sessions to one per week and handle winnings more transparently. However, a date for the directive’s implementation has not yet been set.
