Lotteries are a type of gambling where participants choose numbers to win prizes. They are usually organized by governments, but can also be privately run. In the United States, state laws govern the operation of lotteries. There are also private companies that operate online lotteries. In Europe, several countries regulate their own national lotteries. Many online lottery operators charge a premium over base lotto prices. These premiums are often based on the amount of advertising that is displayed during play.

In Canada, the Lottery Commission operates four nationwide games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The Commission is a consortium of five regional lottery commissions owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, Nunavut) and British Columbia Lottery Corporation (British Columbia).

Laos’ communist government claims that the country’s state-run national lottery is fair and honest. But local business interests with a stake in the lottery’s operations are said to manipulate the results by rigging the drawing process. For example, the winning number in the Oct. 14 lottery drawing – 509 – disappeared from purchased tickets, a source told RFA’s Lao Service. The number is associated with the buffalo, a symbol of luck in Laos.

The government has been investigating Herbalife Nutrition Ltd., a multi-level marketing corporation that develops and sells dietary supplements. Herbalife has been accused of operating a pyramid scheme. Its products have been linked to acute hepatitis in some people.

In Liechtenstein, a government-authorized and state-controlled charitable foundation, the International Lottery Foundation (ILLF), manages the Internet’s first online lottery game PLUS Lotto in 1995 and processed the first online lottery transaction ever. The ILLF also supports charitable projects and organizations domestically and internationally.

The company headquartered in West Greenwich, Rhode Island, GTech Corporation, oversees 70% of worldwide online and instant lottery business. Its e-commerce systems are used by more than 200 countries. Its technology also powers the New Zealand Lottery, Australia’s state-controlled lotteries and LottoZero, and the European Lottery, which is operated by the Isle of Man-based Loterias y Apuestas del Estado. It is estimated that the company handles more than a billion dollars in sales per year. Lottery winners are not taxed in New Zealand. All other proceeds from the Lottery are distributed by the New Zealand Lottery Grants Board to charities and community organizations. Those receiving allocations include Sport and Recreation New Zealand, Creative New Zealand, and the Film Commission.
