In Canada, purchasing a lottery ticket was illegal until 1967 when the federal Liberal government introduced a special law, called an Omnibus Bill, to bring up-to-date a series of obsolete laws. The bill was sponsored by Pierre Trudeau, then the minister of justice. It included an amendment allowing provincial governments to run lotteries.
