The Internet revolution has made it possible for anyone with an email address to play lottery-style games. In addition to a nationally operated game, there is a local lottery in each city. These local lotteries are typically run by civic groups. They also provide an opportunity for people to meet and socialize, and are an important part of the community.

In Laos, the office of prime minister Thongloun Sisoulith recently sent a directive asking the ministry that oversees the state lottery to work with the police to reduce illegal activity. The directive says drawing times will be reduced from two to one a week and that winnings will be handled in a more transparent manner. It also orders that informal football lotteries and lottery chances sold through short messaging services be shut down. The government hopes to take back control of the state lottery from private business interests that currently run it.
