The first national lottery in Canada was established by the federal Liberal government in 1967. It was a part of an Omnibus Bill designed to update a number of obsolete laws, including that which made buying lottery tickets illegal. The bill was sponsored by Quebec City mayor Jean Drapeau, who wanted to recover some of the money spent on the World’s Fair and a subway system. To do so, he announced a “voluntary tax.” For a $2.00 donation a person could participate in a draw with a grand prize of $100,000.

There was a lot of debate about the legality of the “tax.” The Minister of Justice argued that it violated the law, but Drapeau replied that he did not believe that his tax’ contravened the law. In any event, the monthly draws went ahead as planned.

Today, there are four nationwide lotteries in Canada: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories, Nunavut). The profits from these lotteries are distributed by the Canadian provincial/territorial governments to charities and community organizations.
