In 1967, a federal Liberal government introduced a special law to bring up-to-date a number of obsolete laws. The law included an amendment allowing provincial governments to operate lotteries. While this change was still being debated, Montreal mayor Jean Drapeau, seeking to recover some of the money spent on the World’s Fair and the subway system, announced a “voluntary tax.” For $2.00 a person could participate in a monthly lottery that would award silver bars instead of cash.
