In addition to state-based lotteries, there are also independent national and international organizations that conduct lotteries. These organizations are typically private, but they may have public benefit missions. In many cases, the proceeds from their lotteries are used for charitable projects and/or organizations domestically and internationally. In some cases, the profits from these lotteries are used to supplement state budgets.

The first modern-day lotteries appeared in Europe in the 16th century. They were originally created as a way to raise money for the poor. Later, they were used for tax relief and other purposes. They are still popular today and are an important source of income for many nations, including the United States.

A number of patents have been issued on the lottery game, some relating to the specifics of the game, and others relating to the distribution of tickets and winnings. GTech Corporation, based in Rhode Island, currently administers 70% of the worldwide Internet lottery business and is one of the largest software providers for lotteries.

In Canada, prior to 1967, it was illegal to buy a lottery ticket. That year, the Liberal government introduced an Omnibus Bill to bring up-to-date a number of obsolete laws, including those concerning lotteries. This bill made it legal to purchase a lottery ticket in Canada.
