This tax was ruled illegal by the federal government, but Montreal’s lottery continued with monthly draws. The first of these draws took place in September 1968, with participants from across Canada and Europe. Eventually, the Montreal City Council decided to make it illegal for anyone outside Quebec to play the municipal lottery.
