Private lotteries were prohibited in the Meiji Era, but they were reintroduced in the early 20th century, as a way for poor people to improve their lives and make money.

Today, Canada operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. All are administered by the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta and British Columbia).

In Australia, state government-owned operator Tatts Group operates online lotteries under license in each Australian State or Territory. In 1995, it launched the world’s first Internet lottery website, and processed the first ever online gaming transaction. In addition to online lottery, the company has pioneered the field of instant scratch-card games.
