The state lottery system in Laos is rigged to prevent large pay-outs, sources tell RFA’s Lao Service. During the national lottery’s weekly drawings, winning numbers are sometimes shown to disappear from purchased tickets. For example, on Oct. 14, the number 09 appeared as only 5 on tickets sold throughout the day of the drawing, a source told RFA.
For many poor Vietnamese people, selling lottery tickets is the only way to make a living. As the country’s social security systems aren’t yet able to support the large population of less fortunate citizens, lottery sellers often prefer this type of work over begging, which is widely considered as a shameful occupation. For example, Huong, a single mother from Saigon, makes about US-$220 per day by selling lottery tickets.
On good days, she sells 250 tickets; on bad ones, only 180. Her husband Manh accompanies her during their 16-hour shift and they start their day at 5 am with a small breakfast of rice and vegetable soup. The two then struggle around the streets of Saigon in their car to meet the demand for tickets. This is how they survive, even though they are still waiting for their child to be born. This is their only hope for a better life.
