The government recently sent a directive to its Ministry of Finance, which oversees the state lottery, to reduce the frequency of drawing and improve transparency. The directive also orders the ministry to better manage informal football lotteries and lottery chances sold through short messaging services.
In addition to state-based lotteries, there are several national and international companies that operate Internet-based lottery games. These include GTech Corporation, based in West Greenwich, Rhode Island, which administers 70% of the worldwide Internet lottery business. Other leading providers of instant lotto games include The Big Game and the Irish Lottery.
Unlike many of her countrymen, Huong works full time to make a living selling lottery tickets in downtown Hanoi. Her day begins at 5 a.m. with a quick breakfast of rice and vegetable soup, then she hits the streets for her 16-hour shift. On good days, she sells about 250 tickets per day and earns a daily profit of 11 US-dollars. On bad days, she can only sell 180 tickets.
