Laos’s communist ruling elite owns private business interests that control the country’s state lottery, sources tell RFA’s Lao Service. They have rigged the lottery’s drawings by manipulating winning numbers, the sources say. For instance, a drawing on Oct. 14 this year produced the number 509, but that number vanished from tickets sold throughout the day of the draw.
Those in the know tell RFA’s Lao Service that the lottery system should be run by the state, not private business interests. “Private business interests should not be responsible for the lottery because they can’t be trusted,” a caller from Laos told us.
