In Canada, for example, there are four nationwide lotteries: the Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). The Canadian government does not regulate these lotteries directly, but instead contracts them out to independent operators.

The International Lottery Foundation (ILLF) is a non-profit organization that operates internet lotteries and provides support to charitable projects domestically and internationally. It pioneered Internet gaming, launching the first web-based lottery in 1995 and processing the first online gaming transaction. It also offers a variety of instant scratch card games. In addition, ILLF manages several internet casinos that accept players from Laos.

Despite the economic boom in Vietnam, poverty still exists among many Vietnamese citizens. For these residents, selling lottery tickets is often the only way to make a living. On good days, Huong, a single mother from Saigon, can sell up to 250 lottery tickets per day, enough to make her and her husband a little more comfortable than they would be otherwise. For Huong, it’s a better alternative to the socially detested act of begging.
