Laos officials admit that the problem exists, but say it is outside their control. Vilasack Phommaluck, a member of the steering committee that oversees the lottery, told RFA that it is not his responsibility to know which numbers people choose and that he has no power to block or prevent such behavior.
The smallest digit on a lottery ticket is not a real digit, but an artificial construct. A computer algorithm generates the digit by analyzing a combination of other digits. The computer then produces a random selection of those combinations, which is then verified by the lottery commission. If the digit matches the prize amount, the winner receives the money.
