Laos has a legal state lottery that is overseen by the ministry of finance, but officials are accused of rigging the drawing to avoid high pay-outs. For example, the winning number in an Oct. 14 drawing was 509, which appeared only as a five on purchased tickets throughout the day of the draw, a source told RFA’s Lao Service. The government has issued a directive to address this problem, but it is not yet clear how the measures will be enforced.
The first lottery in Canada was introduced in 1967, with Montreal Mayor Jean Drapeau seeking to recover some of the cost of the World’s Fair and subway system by offering a “voluntary tax.” For a $2.00 donation players would be eligible for a chance to win silver bars instead of cash. The federal government inserted an amendment to the Criminal Code in 1968, making it legal to operate a lottery in Canada.
Currently, there are four nationwide lotteries in Canada: the Lotto 6/49, the Lotto Max, the Daily Grand and Millionaire. These are run by the Interprovincial Lottery Corporation, a consortium of the five provincial/territorial lotteries owned by their respective governments: Atlantic Lottery (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories) and British Columbia Lottery Corporation (British Columbia). Lotteries are also available in Quebec City, Winnipeg and Toronto, as well as in some private enterprises.
