This has caused a great deal of anger among lottery players. On Aug. 17, the office of Prime Minister Thongloun Sisoulith issued a directive ordering the ministry overseeing the legal state lottery to take steps to improve transparency in the system. The directive calls for the number of drawings to be reduced and for winnings to be handled in a more transparent manner. It also forbids informal football lotteries and lottery chances bought by text messaging.
