It was changed only an hour before the drawing took place.

Some business owners are said to be relatives of the country’s ruling elite. In late August, the office of Prime Minister Thongloun Sisoulith sent a directive asking the ministry that oversees the country’s legal state lottery to reduce drawings to one per week and handle winnings in a more transparent manner. The directive also stated that informal football lotteries and lottery chances bought via short messaging services will be closed down.
Despite these concerns, the lottery is still the most popular form of gambling in the country, with over two million people participating each year. It is a major source of revenue for the government and an important part of the economy. Despite its popularity, the lottery is not without controversy, with some claiming it is an unfair tax on poorer citizens.
Those who wish to participate in the lottery must apply within the allotted time frame. Applications are then transferred to the DHA’s computer system and, if chosen, a winner will be notified through mail. The winners of the lottery are not required to reveal their identities, but they must sign a confidentiality agreement before receiving their prize. Winners must claim their prize in person before the end of December each year or forfeit their prize. The winning number expires after 12 months. If the winner is unable to claim their prize, it will be distributed to a charity of the DHA’s choice.
