The first internet lottery was launched by the International Lottery Foundation in 1995 and processed the first online gaming transaction. The ILLF continues to pioneer online lottery services and supports charitable projects both domestically and internationally.

A number of companies operate lotteries in different countries. The largest ones are in Europe, the USA, Japan, and Australia. In the United States, state-run lotteries include Powerball, Mega Millions, and the Illinois Lottery. In Canada, there are four nationwide lotteries operated by the Interprovincial Lottery Corporation: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. In addition, a private lottery company, the Ontario Lottery and Gaming Corporation, operates provincial lotteries in Ontario and British Columbia.

For poor people in Vietnam, selling lottery tickets is their only way to make a living. The social security system isn’t strong enough to provide them with a decent income, so they choose selling lottery tickets over the socially detested act of begging. On lucky days, they can earn up to 230 000 VN-Dong, or 10 US-Dollars.

Some of the companies that run state lotteries are connected to members of the ruling elite. The Lao national lottery is controlled by business interests that have close ties to the country’s leadership. It is not known how much these businesses pay the state for their concession. The winning numbers are sometimes changed without explanation. In one case, the number 134 was changed to 662 only an hour before the drawing.
