In Laos, lottery numbers are rigged, and the winners are usually not chosen in the order that they are drawn, RFA’s Ounkeo Souksavanh reports. For example, a winning number in the Oct. 14 drawing, 509, disappeared from the purchased tickets sold throughout the day of the drawing, and was replaced with the unlucky number 134 just 10 minutes before the drawing took place. This was done in order to avoid large pay-outs to lucky winners. Those who did pick the number are being encouraged to reapply each year. However, the information about those who have already won is not available in the system until December 31 of the following year.
