Lottery online is a form of gambling that involves drawing numbers to win prizes, including cash or merchandise. Typically, participants must register in order to play. The games are operated by private businesses, government agencies, or nonprofit organizations. Some states regulate online lotteries, while others do not. An anonymous caller told RFA’s Lao Service that the companies responsible for the lottery have a strong connection to local politicians and officials.
To help combat the problem, the office of Lao prime minister Thongloun Sisoulith sent a directive on Aug. 17 asking the ministry that oversees the legal state lottery to work with other ministries to improve the situation, sources told RFA’s Lao Service. It stipulates that the frequency of lottery drawings must be reduced from two to one per week, and winnings must be handled in a more transparent manner. It also calls for the elimination of informal football lotteries and lottery chances purchased through short messaging services, as these activities do not meet regulations.

Guests are required to be present to make their selection during the event, but if they are not in attendance they can still claim their prize by providing a proxy name and number. The number must match the name and number on the Lottery Artwork ticket in order to receive the work. The winning artwork must be claimed within 180 days after the event is over.
