In the past, some people have complained that Lao lottery officials are rigging the system to avoid paying out huge amounts of money to winners. For instance, some have questioned the authenticity of the results from drawings held three times each week, as some numbers appear on the winning ticket only to disappear from purchased tickets later in the day. Others have alleged that the lottery is not random, because some numbers are considered unlucky and therefore unlikely to be picked. Nevertheless, Vilasack Phommaluck, an official with the Finance Ministry who serves on the committee that oversees the lottery, told RFA that changes have been made to address these concerns and the committee double checks the balls for each drawing.
