Lottery officials in the communist state of Laos are rigging the system, manipulating numbers that appear on purchased tickets to avoid large pay-outs, sources tell RFA’s Lao Service. One such number—509—vanished from the winnings in a drawing on Oct. 14 this year after many buyers sought to pick it. Lao lottery companies are owned by private business interests with ties to the ruling elite. The government should take back control of the national lottery, these sources say.
