Some residents of Laos say that lottery officials in the communist nation are rigging the lottery to avoid large pay-outs. Drawings often show that the winning number has been eliminated or has disappeared from purchased tickets. For instance, the number 509 appeared only as 5 on tickets sold on Oct. 14 this year, while it was displayed as 509 on the TV program that announces the results.
