For example, in October, the winning number 509 appeared only as a five on ticket bought throughout the day of the drawing. The number 09 is the smallest digit of a phone number, so the company that runs the lottery in Laos—Thailand’s Insee Trading Company—knows which numbers are being picked and can manipulate the results.

The company’s executive chairman, Soumsavadee Chansabay, has been accused of bribery and corruption. He also reportedly has links to the ruling elite, including family members of former Prime Minister Thongsing and the late President Khamtay Siphandone. In addition to his role in the lottery, Chansabay is a key figure in the country’s state-owned energy sector. The state has been struggling to compete with Thailand’s private energy companies and is seeking foreign investment to boost its capacity.

Illegal lotteries based in foreign countries such as Vietnam and China are sold illegally in Laos, even though the country has its own legal lottery, Finance Minister Bounchom Ubonpaseuth told lawmakers during an extraordinary session of parliament. He called for action to regulate these illegal operations, saying they lure gamblers into becoming addicted to betting.

Until recently, the only way to purchase tickets was to visit a local grocery store or convenience shop. But with the advent of the internet, this has changed. Many websites now offer a variety of online lotteries. Some are free to join, while others have a membership fee and require a credit card number. Some offer mobile apps, which allow users to place bets on the go.

The Canadian government has four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. The Interprovincial Lottery Corporation administers these lotteries on behalf of the provincial/territorial governments. The governing body is made up of representatives from each of the participating provinces and territories. The organization aims to create a level playing field by regulating the game.
