Officials in the communist country of Laos have been accused of rigging the national lottery to avoid large pay-outs. Winning numbers sometimes disappear from purchased tickets before the drawing is held, a source in the capital city of Vientiane told RFA’s Lao Service. In one case, the number 509 appeared only as a five on tickets sold throughout the day of Oct. 14 before it was changed to a six an hour before the drawing took place, the source said.

The government is working to regulate illegal lottery operations that offer multiple lucky draws in a single day, Finance Minister Bounchom Ubonpaseuth told lawmakers this month. He said that foreign lotteries, such as those from Vietnam, Thailand, Cambodia, China, and the Republic of Korea, are being sold in Laos as often as four times a day. The legal state lottery enterprise has been able to raise only about 20 billion kip each week, he said. The government is preparing to cut the number of drawing times to one per week and improve the handling of winnings. In the meantime, he said, officials are directing the state lottery enterprise to work with law enforcement to better manage this problem.
