He explained that the legal lottery is run by the Interprovincial Lottery Corporation, which has a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories) and British Columbia Lottery Corporation (British Columbia).

The minister also urged officials to crack down on illegal lotteries and punish those who are involved in the business. He said the government needs to invest in a system that can trace those involved in illegal lotteries and prevent them from selling them in Laos. Currently, the government only controls the national lottery in Laos, which is held three times a week and offers keno and scratch-off lotteries. Gambling is illegal in most of the country, but there are a few Special Economic Zones where gambling is allowed.
