Most people buy their tickets at authorized retailers, called Expanded Cashing Authority Program (XCAP) stores, although some choose to use the internet or telephone to purchase a ticket. XCAP retailers can cash prizes up to $600 and require identification from the winner. Larger prizes must be claimed at the lottery headquarters or through designated agents.
Until 1967, buying a lottery ticket in Canada was illegal. In that year, the federal Liberal government introduced a special law known as the Omnibus Bill, which was intended to bring up to date a number of obsolete laws. The bill included a new section concerning lotteries.
Illegal lotteries are booming in Laos, with many selling lucky draws several times a day, Finance Minister Bounchom Ubonpaseuth has told parliament. He has called on authorities in charge to invest in a system to trace those who sell the tickets.
The national lottery is run by private business interests with connections to the ruling elite, RFA’s Lao service has learned. These businesses have been accused of rigging the results, with winners being selected for numbers that vanish from purchased tickets or are deemed to be unlucky. A source in the capital of Vientiane told RFA that this happened when the number 509 was drawn on Oct. 14 this year, and then changed 10 minutes before the drawing to 134.
