The state-owned Lao National Lottery has been accused of rigging its drawings in order to avoid paying out large sums of money to winners, RFA’s Lao Service has learned. In one case, the number 509 appeared only as a single number on tickets purchased throughout the day of Oct. 14 this year after large numbers of people sought to buy tickets with the number, a source in Vientiane told RFA. The same source said that the winning number for Oct. 17’s drawing was first announced as 134, but was changed 10 minutes later to 662.
