These businesses are often owned by members of the nation’s ruling elite, including businesspeople and family members of senior government officials, according to the source. The official also said that the government is working to regulate these operations and to crack down on those who are selling them illegally.

A recent directive from the office of Prime Minister Thongloun Sisoulith has ordered the Ministry of Finance, which oversees the legal state lottery, to work with the police to better manage the problem, and to reduce state lottery drawings from two to one a week and close informal football lotteries and lotteries purchased through short messaging services. It is not yet clear how the new regulations will be enforced. A spokesman for the ministry declined to comment on the matter.
