Many people watch the lottery for the opportunity to win big money, and they often ask each other if they have had any good dreams that could lead them to the right numbers. The interpreting of dreams is considered a valuable skill in Lao culture.
Canada is home to four nationwide lotteries operated by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Manitoba, Yukon, Northwest Territories, Nunavut). The games include lottery 6/49, Lotto Max, Daily Grand and Millionaire Life.
The talk will discuss the history of lotteries in Laos, including how they have been adapted by state enterprises. It will then explore what the lottery has meant for Laos citizens and society in general, using ethnographic research conducted in Luang Prabang in 2013-2016. Finally, it will examine how the government has rationalized the lottery as an economic activity that is coherent with socialist goals and what implications this might have for other state-owned enterprises. The talk will be based on the author’s recent book, “Loterias de regalo: Laotian Lottery Play in an Ethnographic Lens” (University of Washington Press, 2019).
