Laos’s national lottery is rigged by lottery officials who manipulate winning numbers in order to avoid large pay-outs, sources in the communist country say. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky by lottery buyers, the source told RFA’s Lao service on Oct. 14. In one instance, the number 509 disappeared from the winning ticket on Oct. 14, and reappeared only 10 minutes before the drawing was scheduled to take place.
Illegal lotteries based in Vietnam and other foreign countries are selling tickets in violation of the law, Finance Minister Bounchom Ubonpaseuth said. He urged authorities in charge of the industry to invest in a system to identify those involved in these illegal operations.
